Sri Lanka had decided to adopt a national digital identity framework based on biometric data and had asked India if it can implement that nation’s Aadhaar scheme. India has agreed to provide a grant to Sri Lanka to implement a ‘Unitary Digital Identity framework’ modelled on the Aadhaar card.
The island nation had previously indicated it would work with the Modular Open Source Identity Platform, based in India that offers tools governments can use to create and manage digital identities.
Aadhaar is a twelve-digit identity number, linked to either a fingerprint or iris scan of Indian citizens and residents and is used to authenticate users of government services. The Unique Identification Authority of India also offers authentication-as-a-service using Aadhaar, so that organisations like banks can verify the identity of those who seek to open an account.
The government of India had previously agreed to provide a grant to implement the Unitary Digital Identity framework, after bilateral talks between the Sri Lankan President Gotabaya Rajapaksa and Indian Prime Minister Narendra Modi in 2019.
